When you are measuring/weighing out your food, you will want to do so after it is cooked.
The easiest way to log your rice and pasta cooked is by searching "White rice - cooked" or "whole wheat pasta - cooked" in your tracking app. Then, find the best choice. It might not be 100% accurate, but will be very close and much easier than trying to do dry to cooked conversions!
The only food that you will measure dry, will be your oatmeal.
